The President of the European Council unveiled a five-point plan to tackle the migrant crisis, fight terrorism and ensure the future economic security of the bloc.
The remaining 27 member states have vowed to come together and devised a plan named ‘the Bratislava roadmap’.
Bratislava is the beginning of a process
European Commission President Donald Tusk rubber-stamped the agreement which is “determined to make a success of the EU at 27”.
They stressed there will be a full commitment to securing the EU-Turkey deal as the bloc attempts to handle the escalating migrant crisis.
One objective of the revamped group is “never to allow return to uncontrolled flows of last year and further bring down number of irregular migrants”.
In a desperate bid to avoid the chaotic scenes of 2015 which saw millions of migrants on Europe’s doorstep the EU leaders have already promised to spend £92million on strengthening Bulgaria’s border with Turkey.
The plan also suggests merging the eurozone economies by completing the Capital Markets Union, which would effectively see the eurozone's financial systems all joined together into one big European economy.
which is designed to move the EU further towards becoming a United States of Europe within nine months.

The Brussels boss advocates the creation of an EU army, coastguard and the merging of eurozone economies in the bombshell dossier presented to leaders at today's summit in Bratislava.
Both plans revive controversial proposals for a European border and Coast Guard force as well as member states sharing security information.
The roadmap said: “Bratislava is the beginning of a process. The coming formal European Council meetings will allow for concrete follow up on the themes mentioned here.
“The Heads of the 27 will meet informally at the beginning of 2017 in Valletta.
“The March 2017 celebrations of the 60th anniversary of the Rome Treaties will bring together Heads in Rome and will be used to round off the process launched in Bratislava, and set out orientations for our common future together.”
But despite the roadmap divisions remain over how to tackle the migrant crisis, with Angela Merkel and Francois Hollande saying the bloc must strengthen its borders.

Hardline Hungary Prime Minister Viktor Orban said the summit had failed to change EU immigration policies that he called "self-destructive and naive". He planned a new push for change at meeting of Balkan states on September 24.
The Brussels bigwig also said conversations with Theresa May had led him to believe Article 50 could be triggered in January or February 2017.
